What URA has confirmed

In May 2024, the Urban Redevelopment Authority unveiled detailed plans for what was once Singapore's second racecourse. The headline numbers, drawn directly from URA and the Ministry of National Development announcements:

  • 176 hectares of redevelopable land — comparable in scale to Singapore's largest mature estate transformations.
  • 15,000–20,000 homes delivered over 20–30 years, including the first new HDB flats in Bukit Timah in nearly 40 years.
  • ~35% greenery retained or replanted — a deliberately green precinct rather than a typical high-density estate.
  • A car-lite, pedestrian-first road network with extensive walking and cycling links.
  • Two MRT lines on the doorstep: Sixth Avenue (DT7) today, plus Turf City (CR14) on the upcoming Cross Island Line.

Why the location matters

The site sits inside Singapore's Core Central Region — squarely within the Bukit Timah school belt, a short drive to Orchard Road and the CBD, and adjacent to UNESCO-listed Botanic Gardens. The master plan adds three things that the area has historically lacked:

  1. A second MRT line. Turf City MRT (CR14) on the Cross Island Line is expected to open in 2032, finally giving Bukit Timah a north-south alternative to the Downtown Line.
  2. A new commercial and lifestyle anchor. Repurposed Grandstand and central open space, plus new retail and F&B clusters within the precinct.
  3. A continuous green corridor. The Bukit Timah-Rochor Green Corridor will link Turf City to Bukit Timah Nature Reserve and the Rail Corridor — an island-scale piece of green infrastructure.

Phasing — and where Dunearn House fits

URA has been explicit that the precinct will be developed in phases, beginning with parcels closer to existing transport along Dunearn Road. That phasing is important. In every modern Singapore precinct transformation — Punggol, Bidadari, Tengah, Lentor — the earliest launches tend to outperform later ones once infrastructure and amenities catch up. The trade-off has historically been: live with construction earlier, in exchange for buying-in before the surrounding amenities are priced in.

What it means for buyers

A first-mover position inside a master plan of this scale carries three concrete advantages:

  • Pricing entry: launch prices are typically anchored to the precinct's current state, not its future state.
  • Selection: the first launch usually has the widest unit-mix availability, so stack/level/orientation choices are richer.
  • Long lead time on upside: with 2–3 decades of phased rollout still ahead, the runway for compounding upside is unusually long for a Singapore launch.
